Obama wants small business tax, investment breaks

(AP) ? Fleshing out a year-old initiative, the Obama administration wants Congress to enact or expand tax breaks for small businesses and remove barriers to startups, seizing on some existing bipartisan proposals that could win support even in the polarized climate of an election year.

White House officials say President Barack Obama will call on Congress Tuesday to pass legislation that, among other measures, would eliminate tax rates on capital gains for investments in small businesses and extend for a year the ability of all businesses to immediately deduct all of the costs of equipment and software purchases.

The legislative package, which will be part of Obama's 2013 budget proposal later this month, also would include a new 10 percent tax credit for small business that add jobs or increase wages in 2012. In addition, the legislation would make it easier for new startup companies to raise money and to go public. It also would expand a government small business investment program from $3 billion to $4 billion.

"The president has made small businesses and particularly start-ups a key aspect of his economic growth agenda because he understands how much the newest and fastest-growing small businesses drive job growth in our economy," said Gene Sperling, director of the White House National Economic Council.

The proposals borrow from past Obama initiatives and from bipartisan legislation that has either already passed in the House or is being proposed in the Senate. Obama's package includes proposals offered in the Senate by Democrat Chris Coons of Delaware and Republican Marco Rubio of Florida and another plan by Republican Jerry Moran of Kansas and Democrat Mark Warner of Virginia.

White House officials would not disclose the total cost of the president's package, but Sperling said it would be more than covered by proposals to reduce tax expenditures and by closed loopholes that the administration will call for in its 2013 budget.

With the presidential election set to become the main political preoccupation of 2012, the White House initiative is designed to take advantage of cooperative attempts by Republicans and Democrats to find modest remedies to spur the economy. Most of those efforts have been overshadowed by congressional bickering and by the Republican presidential primary and Obama's growing attention to his re-election.

The proposals come a year after the administration launched a consolidated effort to spur new start-up businesses with a high-profile White House event featuring scores of entrepreneurs, some of whom offered testimonials to the job creation possibilities that new businesses can bring to the economy.

Besides the tax breaks, a central element of the Obama package is to assist new entrepreneurs by making it easier for them to raise money, reduce taxes on their startup expenses, and removing securities barriers for new companies that have gone public.

"Our small business agenda has a specific focus on removing the barriers that have for too long blocked start-ups and entrepreneurs from getting the financing they need to accelerate their growth and hiring." Sperling said.

One of the Obama provisions would increase the amount of money that can be raised through small public offerings that don't require companies to undergo an extensive Securities and Exchange Commission registration process. The limit for such "mini public offerings" would increase from $5 million a year to $50 million.

Oil ends little changed, below $100 a barrel (AP)

Oil prices moved in a narrow range Friday, as Iran prepared to consider a ban on crude sales to European Union countries. Here's how energy contracts traded.

On the New York Mercantile Exchange:

Benchmark crude fell 14 cents to finish at $99.56 per barrel.

Gasoline rose 8 cents to end at $2.9268 a gallon.

Heating oil rose 2 cents to finish at $3.0704 a gallon.

Natural gas rose 7 cents to end at $2.6780 per 1,000 cubic feet.

On the ICE Futures exchange in London:

Brent crude rose 67 cents to finish the day at $111.46 per barrel.

Obama challenges: Shrink gap between rich, poor (AP)

WASHINGTON ? Declaring the American dream under siege, President Barack Obama delivered a populist challenge Tuesday night to shrink the gap between rich and poor, promising to tax the wealthy more and help jobless Americans get work and hang onto their homes. Seeking re-election and needing results, the president invited Republicans to join him but warned, "I intend to fight."

In an emphatic State of the Union address, Obama said ensuring a fair shot for all Americans is "the defining issue of our time." He said the economy is finally recovering from a deep and painful recession and he will fight any effort to return to policies that brought it low.

"We've come too far to turn back now," he declared.

Obama outlined a vastly different vision for fixing the country than the one pressed by the Republicans confronting him in Congress and fighting to take his job in the November election. He pleaded for an active government that ensures economic fairness for everyone, just as his opponents demand that the government back off and let the free market rule.

Obama offered steps to help students afford college, a plan for more struggling homeowners to refinance their homes and tax cuts for manufacturers. He threw in politically appealing references to accountability, including warning universities they will lose federal aid if they don't stop tuition from soaring.

Standing in front of a divided Congress, with bleak hope this election year for much of his legislative agenda, Obama spoke with voters in mind.

"We can either settle for a country where a shrinking number of people do really well, while a growing number of Americans barely get by," Obama said. "Or we can restore an economy where everyone gets a fair shot, everyone does their fair share, and everyone plays by the same set of rules."

A rare wave of unity splashed over the House chamber at the start. Rep. Gabrielle Giffords, survivor of an assassination attempt one year ago, received sustained applause from her peers and cheers of "Gabby, Gabby, Gabby." She blew a kiss to the podium. Obama embraced her.

Lawmakers leapt to their feet when Obama said near the start of his speech that terrorist leader Osama bin Laden, killed by a raid authorized by the president, will no longer threaten America.

At the core of Obama's address was the improving but deeply wounded economy ? the matter still driving Americans' anxiety and the one likely to determine the next presidency.

"The state of our union is getting stronger," Obama said, calibrating his words as millions remain unemployed. Implicit in his declaration that the American dream is "within our reach" was the recognition that, after three years of an Obama presidency, the country is not there yet.

He spoke of restoring basic goals: owning a home, earning enough to raise a family, putting a little money away for retirement.

"We can do this," Obama said. "I know we can." He said Americans are convinced that "Washington is broken," but he also said it wasn't too late to cooperate on important matters.

Republicans were not impressed. They applauded infrequently, though they did cheer when the president quoted "Republican Abraham Lincoln" as saying: "That government should do for people only what they cannot do better by themselves ? and no more."

Indiana Gov. Mitch Daniels, offering the formal GOP response, called Obama's policies "pro-poverty" and his tactics divisive.

"No feature of the Obama presidency has been sadder than its constant efforts to divide us, to curry favor with some Americans by castigating others," Daniels said after the president's address.

In a signature swipe at the nation's growing income gap, Obama called for a new minimum tax rate of at least 30 percent on anyone making over $1 million. Many millionaires ? including one of his chief rivals, Republican Mitt Romney ? pay a rate less than that because they get most of their income from investments, which are taxed at a lower rate.

"Now you can call this class warfare all you want," Obama said, responding to a frequent criticism from the GOP presidential field. "But asking a billionaire to pay at least as much as his secretary in taxes? Most Americans would call that common sense."

Obama calls this the "Buffett rule," named for billionaire Warren Buffett, who has said it's unfair that his secretary pays a higher tax rate than he does. Emphasizing the point, Buffett's secretary, Debbie Bosanek, attended the address in first lady Michelle Obama's box.

Obama underlined every proposal with the idea that hard work and responsibility still count. He was targeting independent voters who helped seal his election in 2008 and the frustrated masses in a nation pessimistic about its course.

In a flag-waving defense of American power and influence abroad, Obama said the U.S. will safeguard its own security "against those who threaten our citizens, our friends and our interests." On Iran, he said that while all options are on the table to prevent Iran from acquiring a nuclear weapon ? an implied threat to use military force ? "a peaceful resolution of this issue is still possible."

With Congress almost universally held in low regard, Obama went after an easy target in calling for reforms to keep legislators from engaging in insider trading and holding them to the same conflict-of-interest standards as those that apply to the executive branch.

With the foreclosure crisis on ongoing sore spot despite a number of administration housing initiatives over the past three years, Obama proposed a new program to allow homeowners with privately held mortgages to refinance at lower interest rates. Administration officials offered few details but estimated savings at $3,000 a year for average borrowers.

Obama proposed steps to crack down on fraud in the financial sector and mortgage industry, with a Financial Crimes Unit to monitor bankers and financial service professionals, and a separate special unit of federal prosecutors and state attorneys general to expand investigations into abusive lending that led to the housing crisis.

At a time of tight federal budgets and heavy national debt, Obama found a ready source of money to finance his ideas: He proposed to devote half of the money no longer being spent on the U.S. military in Iraq and Afghanistan to "do some nation-building right here at home," to help create more jobs and increase competitiveness. The other half, he said, would go to help pay down the national debt.

Obama also offered a defense of regulations that protect the American consumer ? regulations often criticized by Republicans as job-killing obstacles.

"Millions of Americans who work hard and play by the rules every day deserve a government and a financial system that do the same," Obama said. "It's time to apply the same rules from top to bottom: No bailouts, no handouts and no cop-outs. An America built to last insists on responsibility from everybody."

Obama will follow up Tuesday night's address with a three-day tour of five states key to his re-election bid. On Wednesday he'll visit Iowa and Arizona to promote ideas to boost American manufacturing; on Thursday in Nevada and Colorado he'll discuss energy, and in Michigan on Friday he'll talk about college affordability, education and training.

Polling shows Americans are divided about Obama's overall job performance but unsatisfied with his handling of the economy.

The speech Tuesday night comes just one week before the Florida Republican primary that could help set the trajectory for the rest of the race.

Romney, caught up in a tight contest with a resurgent Newt Gingrich, commented in advance to Obama's speech.

"Tonight will mark another chapter in the misguided policies of the last three years ? and the failed leadership of one man," Romney said from Florida.

(AP) ? Offensive coordinator Joe Philbin will rejoin the Green Bay Packers for Sunday's divisional playoff game against the New York Giants after spending the week away from the team to mourn the death of his son.

A Packers spokesman says Philbin and the team decided Sunday morning that he would coach in the game. CBS Sports first reported Saturday that Philbin would have a role with the team.

The body of 21-year-old Michael Philbin was recovered from an icy river in Oshkosh on Monday. A preliminary autopsy found that he drowned. Several Packers players and coaches attended a visitation Thursday and the funeral service Friday.

Packers coach Mike McCarthy said earlier this week that the team was giving Philbin as much time as he needed to be with his family.

Marines inch toward charges over desecration video (Reuters)

WASHINGTON (Reuters) ? The U.S. Marine Corps took a first, formal step on Friday toward possible charges against four Marines who, in a widely circulated video, appear to be urinating on the bodies of dead Taliban fighters in Afghanistan.

It named a lead investigating officer whose job will include deciding what charges, if any, would be brought against the four men, all of whom have been identified, a Marine Corps official told Reuters, speaking on condition of anonymity.

The move came as a top U.S. and NATO commander in Afghanistan ordered troops to "treat the living and the dead with dignity and respect."

"Defiling, desecrating, mocking, photographing or filming for personal use insurgent dead constitutes a grave breach of the (law of armed conflict)," Lieutenant General Curtis Scaparrotti, who heads day-to-day Afghan operations, wrote in a letter to troops dated January 12 and seen by Reuters on Friday.

The Pentagon has acted quickly to respond to the video, a move Defense Secretary Leon Panetta and other top U.S. officials hope will limit the fallout.

The video is likely to stir up already strong anti-U.S. sentiment in Afghanistan after a decade of a war that has seen past cases of abuse. That could complicate efforts to promote reconciliation as foreign troops gradually withdraw, although a Taliban spokesman said on Thursday it would not harm nascent efforts to broker peace talks.

The video, posted on YouTube and other websites, shows four Marines in camouflage combat uniforms urinating on three corpses. One of them jokes: "Have a nice day, buddy." Another makes a lewd joke.

Reuters has been unable to verify the dead men were indeed Taliban fighters but the Marine Corps said the video appeared to depict "several dead Taliban."

Afghan President Hamid Karzai has condemned the video, describing the men's actions as "inhuman" and calling for an investigation.

None of the suspects has been detained, the Corps official said. At least two are still part of the same unit involved in the video - the 3rd Battalion, 2nd Marines, based out of Camp Lejeune in North Carolina, a second official told Reuters.

That unit served in Afghanistan's Helmand province from March to September 2011, the second official said.

Marine Corps Commandant General James Amos said in a statement on Friday he would not "rest until the allegations and the events surrounding them have been resolved."

EXPANDING INVESTIGATION

Panetta telephoned Karzai to denounce the behavior in the video as "deplorable," and General Martin Dempsey, the top U.S. military officer, said the actions depicted were illegal.

It is likely others will be brought into the investigation, including the person who filmed the desecration of the dead and whoever else may have been watching off-camera.

The Corps said the lead investigating officer, known as the "Consolidated Disposition Authority," was Lieutenant General Waldhause, the commander of Marine Corps Forces Central Command.

"The danger obviously is this kind of video could be misused in many ways not only to undermine what we are trying to do in Afghanistan but undermine the potential for reconciliation. There is a danger there," Panetta told reporters on Thursday.

"But I think if we move quickly - if we conduct this investigation and hold these people accountable - we send a clear signal to the world that the U.S. is not going to tolerate that kind of behavior and it doesn't represent the United States as a whole."

Officials told Reuters the Marine Corps is confident the video is authentic.

News of the footage had yet to really spread in Afghanistan - a country where a minority has access to electricity and the Internet is limited to a tiny urban elite.

Anti-American feeling has boiled over or been whipped up into violence several times in Afghanistan in recent years. Protests over reports of the desecration of the Muslim holy book have twice sparked deadly riots.

Republican Presidential Candidates Spar Over Racial Profiling (ContributorNetwork)

To this day, there is an enduring debate in Washington on the constitutionality and morality of racial profiling. Some argue that for law enforcement to disproportionately target people of a certain race or ethnicity is an affront to both the Fourth Amendment and civil rights. Others maintain that it is an effective and necessary crime-fighting strategy, founded on clear evidence.

Given this context, it is valuable to understand where candidates stand on profiling, racial or otherwise, as well as their view of how to balance our rights and our safety.

The following is a collection of quotes from the major GOP candidates, according to the national security debate transcript provided by CNN.

* Rick Santorum: "We are at war. The last time we had a threat at home like this ? was during the Civil War. And, of course, Abraham Lincoln ran right over civil rights. Why? Because we had a present domestic threat. In the previous wars that we've had, we haven't had this type of threat that we have here in the homeland. And we have to deal with it differently. ? The folks who are most likely to be committing these crimes (would be profiled). I mean, obviously, Muslims would be someone you'd look at, absolutely. ? The radical Muslims are the people that are committing these crimes ? by and large, as well as younger males."

* Ron Paul: "What if they look like Timothy McVeigh? You know, he was a pretty tough criminal. I think we're using too much carelessness in the use of words that we're at war. I don't remember voting on a declaration of war. Oh, we're against terrorism. And terrorism is a tactic. It isn't a person. It isn't a people. So this is a very careless use of words. What about this? Sacrifice liberties because there are terrorists? ? In the DOD budget they have changed the wording on the definition of al-Qaeda and Taliban. (AP) ? Pentagon officials worry that outrage over a video purporting to depict Marines urinating on Taliban corpses will tarnish the reputation of the entire military. Some also fear it could undermine prospects for exploratory Afghan peace talks.

After roundly condemning the Marines' alleged behavior, Defense Secretary Leon Panetta and top military leaders on Thursday promised a full investigation and sought to contain the damage at home and abroad.

Panetta also said the incident could endanger the outlook for peace talks, although the Obama administration and the Taliban each voiced readiness Thursday to try peace talks while pledging to carry on the military conflict until their rival objectives are met. The separate statements by senior American and Taliban officials illustrated the improved environment for Afghan reconciliation efforts as well as the daunting task ahead.

The Naval Criminal Investigative Service, the law enforcement arm of the Navy, is heading the main inquiry, which is expected to weigh evidence of violations of the U.S. military legal code as well as the international laws of warfare. Separately, the Marine Corps is doing its own internal investigation.

By Thursday evening, the NCIS had interviewed two of the four Marines appearing in the video. At the time they were filmed urinating on the bodies, the four were members of the 3rd Battalion, 2nd Marines, which fought in the southern Afghan province of Helmand for seven months before returning to their home base at Camp Lejeune, N.C., last September.

Two of the four, plus the commander of the battalion, had moved on to other assignments before the video appeared on the Internet, according to Marine Corps officials who spoke on condition of anonymity in order to discuss an active investigation.

Even Thursday's emergence of the Internet video depicting Marines urinating on what appear to be Afghan corpses didn't seem to immediately set back movement toward exploratory negotiations with the Taliban. Asked about possible implications for peace talks, Secretary of State Hillary Rodham Clinton said the U.S. remained strongly committed to supporting Afghan efforts.

Panetta, however, said the incident could endanger the talks.

"The danger is that this kind of video can be misused in many ways to undermine what we are trying to do in Afghanistan and the possibility of reconciliation," Panetta said at Fort Bliss, Texas, adding it's important for the U.S. to move quickly to "send a clear signal to the world that the U.S. will not tolerate this kind of behavior and that is not what the U.S. is all about."

Before he left Washington for his troop visit to Fort Bliss, Panetta called President Hamid Karzai to promise a full investigation of the video affair and condemned the Marines' behavior as "entirely inappropriate."

As the video spread across the Internet in postings and re-postings, U.S. officials joined with Afghans in calling it shocking, deplorable, inhumane and a breach of military standards of conduct. It shows men in Marine combat gear standing in a semicircle urinating on the bodies of three men in standard Afghan clothing, one whose chest was covered in blood.

It's not certain whether the dead were Taliban fighters, civilians or someone else.

The incident will likely further hurt ties with Karzai's government and complicate negotiations over a strategic partnership arrangement meant to govern the presence of U.S. troops and advisers in Afghanistan after most international combat troops withdraw by the end of 2014.

Anti-American sentiment is already on the rise in Afghanistan, especially among Afghans who have not seen improvements to their daily lives despite billions of dollars in international aid. They also have deplored the accidental killing of civilians during NATO airstrikes and argue that foreign troops have culturally offended the Afghan people, mostly when it comes to activities involving women and the Quran, the Muslim holy book.

Pentagon officials said the criminal investigation would likely look into whether the Marines violated laws of war, which include prohibitions against photographing or mishandling bodies and detainees. It also appeared to violate the U.S. Uniform Code of Military Justice, which governs conduct. Thus, some or all of the four Marines could face a military court-martial or other disciplinary action.

Karzai called the video "completely inhumane." The Afghan Defense Ministry called it "shocking." And the Taliban issued a statement accusing U.S. forces of committing numerous "indignities" against the Afghan people.

Panetta said the actions depicted in the brief video were inexcusable.

"I have seen the footage, and I find the behavior depicted in it utterly deplorable. I condemn it in the strongest possible terms," Panetta's statement said. "Those found to have engaged in such conduct will be held accountable to the fullest extent."

The chairman of the Joint Chiefs of Staff, Army Gen. Martin Dempsey, said he was deeply disturbed by the video and worried that it would erode the reputation of the entire military, not just the Marine Corps.

On the streets of Afghanistan, the reaction was cool.

"If these actions continue, people will not like them (the Americans) anymore and there will be uprising against them," Mohammad Qayum, said while watching a television news story about the video that was airing in a local restaurant in Kabul.

Ahmad Naweed, a shopkeeper in Kandahar, the birthplace of the Taliban insurgency, said, "On the one hand, the Americans present themselves as friends of Afghanistan and ... they also try to have peace talks with the Taliban. So we don't know what kind of political game they are playing in Afghanistan."

This is the second marriage for the singer-songwriter. He was previously hitched for 21 years to Lucy Helmore; they had four sons before divorcing in 2003.

"You never meet people your own age who aren't married. Unless they are divorceees knocking about, that sort of thing," Ferry told the paper.

Congrats to the happy couple.

Nigeria oil union threats shutdown amid strike

(AP) ? A union representing 20,000 oil and gas workers in Nigeria threatened Thursday it would shut down all production starting Sunday to take part in the crippling nationwide strike over spiraling fuel prices.

The strike began Monday after the Nigerian government reversed a two-decade-long popular subsidy program that had kept gas prices low for Nigerian consumers. Anger over the government's decision has led to demonstrations across Africa's most populous nation, and related violence has left at least 10 people dead.

A statement Thursday by the Petroleum and Natural Gas Senior Staff Association of Nigeria said that if the government does not restore the subsidies, the union will be "forced to go ahead and apply the bitter option of ordering the systematic shutting down of oil and gas production."

The impact of the government's subsidy removal has been dramatic: Gas prices in Nigeria more than doubled overnight, causing transportation and food costs to rise as well for a nation where most live on less than $2 a day.

Yet oil, extracted mostly offshore by foreign firms or by automated onshore systems, keeps flowing to other countries. Now unions are threatening to try to disrupt those operations.

Even if production is slowed, though, oil in inventories could continue to supply foreign markets for a time.

"A complete shutdown, if carried out, is likely to have a rather large detrimental effect on Nigerian output, even though exports could continue from their inventories in the short term," financial institution Barclays Capital recently said.

Nigeria is a top supplier of crude to the U.S., producing about 2.4 million barrels a day from the swamps of its southern delta to massive offshore oil fields. Oil accounts for up to 80 percent of revenues in Nigeria, a nation of more than 160 million people.

The president insists the removing the subsidy was necessary to save the country an estimated $8 billion a year ? money which he promises will go toward badly needed road and public projects. However, protesters distrust the government, and say it should first cut corruption in a nation where military rulers and politicians have stolen billions of dollars.

The strike has closed Lagos' busy Apapa Port, cutting off cargo shipments. Air carriers have canceled international flights. Businesses that defy the strike and stay open face the risk of being overrun by labor activists, who already have warned anything they find inside will be redistributed.

Thus far, the oil industry has remained largely removed from typical business in the country. Many of its operations are automated, both for efficiency and to avoid having staff work in the Niger Delta's maze of creeks, where criminal gangs and militants kidnap workers for ransoms. Foreign companies also run large offshore fields, far from the streets and chaos of growing demonstrations across the country.

Most oil firms, including the dominant Royal Dutch Shell PLC, say they are monitoring the situation. Other companies with subsidiaries working in Nigeria include Chevron Corp., Exxon Mobil Corp., Italy's Eni SpA and French firm Total SA, which operate in tandem with the state-run Nigerian National Petroleum Corp.

Levi Ajuonoma, a spokesman for the state-run firm, said it has not adjusted its production and shipping forecasts over the strike.

Square's perimeter gets larger, now sold at UPS and OfficeMax locations

What's a company to do once it grabs a million merchants? Grab a million more, naturally. Following an online rollout and a wider spread to Apple Stores, Jack Dorsey's own Square is expanding to OfficeMax and UPS locations. A couple of months back, the outfit announced that it was handling some $11 million in payments per day (a wild increase from $4 million per day in July), and with the new agreements, Square payment devices are being sold at 10,000 retail locations. The hardware itself will sell for $9.99 in stores, but each buyer can redeem a $10 credit to their bank account. Beyond this? It's reportedly hoping to "upgrade the experience of running a business, end-to-end, on the iPad," with the outfit adding "in-depth merchant analytics to its iPad experience, allowing merchants to access information about which inventory is selling well, and what they can do to help make more money." Oh, and in case you couldn't guess, Square's also looking to staff up even more to tackle all of 2012's goals -- three cheers for job creation, yeah?

Post-tornado law would allow Alabama residents to hire private insurance adjusters

TONEY, AL (WAFF) -

More than eight months after the April tornadoes, some families are still not back in their homes. Some people say one reason they are having a hard time getting back home is trouble with their insurance company.

A post tornado law, if passed, would allow Alabama residents to hire private insurance adjusters to help make the transition easier.

Mechelle Sweet-Preston describes her state of mind and money since the April 27th tornado.

"It's just been a very stressful ordeal," Sweet-Preston said. "We've had incredible financial strain on us."

Sweet-Preston said her family has been trying to get back to normal. But she said she's run into several roadblocks from her insurance company.

"We were told that we will talk with whoever answers the phone and we were told that we would be assigned an adjuster. Then we were told that we weren't assigned one," Sweet-Preston said. "It seems like we talked to 75 different people and got 101 different stories and it's just been the run around."

State leaders are working on legislation that would let people who live in Alabama with insurance claims hire their own adjusters. The adjusters could help homeowners determine their losses and possibly get more money from their insurance companies. This pending law is music to Sweet-Preston's ears.

"I believe that when you are dealing with a third party they have the knowledge to say this is how it normally goes, this is what should have been done, and this is what we are going to do to get to that point," Sweet-Preston said.

The damage to the Preston home has forced them to live in a camper in the backyard. Despite the tight space, the family is hopeful.

"It's been really trying," said Gilbert Preston, Sweet-Preston's husband. "We still feel blessed enough to have a roof over our heads because it could easily be a lot worse."

If the law is passed, it would be based on a national model passed by the National Association of Insurance Commissioners in 2005.

Lenovo ThinkPad X1 Hybrid official: instant-on OS based on Android doubles battery life, arrives in Q2 for $1,599

Well, look at what we have here. Though it didn't arrive as early as rumored, the ThinkPad X1 Hybrid running Android is, in fact, a real, whirring product. Lenovo just unveiled the laptop, which has a fanless "Instant Media Mode" promising to double the original X1's (rather skimpy) battery life to as much as ten hours. And while we've seen notebooks with instant-on operating systems, Lenovo's done something unique by installing a dual-core Qualcomm CPU on the motherboard and building a custom OS based on the Android kernel. In fact, that launcher you see up there should look awfully familiar to the customization we've seen on the IdeaPad K1 and other Lenovo tablets. Here, too, you can check email, surf the web, organize photos, listen to music, play videos, change the wallpaper and add widgets to the three home screens, though access to Android Market is a no-go.

We got to spend a few minutes with the X1 Hybrid a few weeks ago, and if first impressions are to be believed, the battery-saving prowess works as advertised: immediately after switching modes, the estimated remaining runtime jumped from an hour and 16 minutes to four hours and 19 minutes. The OS also booted in about two seconds, as Lenovo says it should. We were also relieved to learn that there's no back-door way of accessing the OS: if the laptop goes to sleep while you're in Instant Media Mode, you'll have to return to Windows to log in again.

In every other respect, this is the X1 we reviewed last spring: it has a durable, 3.7-pound chassis, integrated Intel graphics and a glossy, 13-inch (1366 x 768) Gorilla Glass display with brightness rated at 350 nits. It'll be offered with Core i3, i5 and i7 processors, a 3G radio and a slice battery that adds up to five more hours of juice. It'll be available sometime in the second quarter for $1,599 and up -- about a $300 premium over the original. And no, current X1 owners can't download Instant Media Mode as an update -- as you'd imagine, the whole "SoC on a motherboard" requirement makes that impossible. Hey, no one ever said being an early adopter was easy.

Japan PM weighs cabinet reshuffle: Nikkei (Reuters)

(Reuters) ? Japanese Prime Minister Yoshihiko Noda is planning to revamp his cabinet as early as this month to remove two censured ministers whose presence blocks a budget deal with a key opposition party, the Nikkei business daily reported.

The opposition, which controls the upper house of parliament, voted to censure defense minister Yasuo Ichikawa and consumer affairs minister Kenji Yamaoka on December 9.

Besides a supplementary budget, Noda's government is looking to advance a package of tax and social security reforms in the coming legislative session and needs the cooperation of the New Komeito party, the Nikkei reported.

Noda reckons he needs to break the political deadlock before the Diet reconvenes on January 23, Nikkei said.
